MONITORIZAREA PROCESULUI INOVARII - CERINTA A PROMOVARII PROGRESULUI TEHNIC

Rezumat: In ultimul deceniu, stiinta si tehnica si-au accentuat caracterul sistemic. O demonstreaza viteza cu care unele progrese stiintifice au devenit aplicatii industriale, datorita accentuarii fenomenelor de piata in stiinta. In acest context, creste importanta transferului tehnologic de tip vertical intre cercetarea fundamentala si cea aplicativa sau de dezvoltare si aplicatiile industriale. Procesul inovarii a devenit unul dintre cele mai importante procese de dezvoltare. In sustinerea modelului liniar de evolutie a relatiei cercetare-inovare a inceput sa se formeze o intelegere mult mai complexa a procesului inovarii prin conceperea de politici de inovare. In locul unui flux continuu de cunostinte de-a lungul unor etape succesive de la stiinta la comercializare, inovarea a inceput sa fie considerata ca rezultatul mai multor bucle de raspuns retroactiv din diferite etape de cercetare-dezvoltare. Unul din scopurile politicii de inovare este sa asigure comunicarea intre aceste etape de cercetare si diverse puncte de aplicare tehnologica. Politica inovarii nu apeleaza numai la rezultatele activitatii de cercetare, ci apeleaza si la comercializarea activelor intangibile, la transferul tehnologic, la adaptarea solutiilor tehnologice sau economico administrative si la studiul conditiilor concrete existente pentru a implementa noile solutii intr-un mediu economic dat. Orice program de inovare implica o varietate de actiuni si pune in functiune o larga gama de mecanisme si instrumente, care nu pot constitui numai rezultatul activitatii de cercetare-dezvoltare. In acest context, colaborarea intre inginer - care asimileaza din ce in ce mai multe cunostinte stiintifice - si omul de stiinta s-a intensificat, iar tratamentul public acordat celor doua categorii tinde sa se egalizeze.

Abstract: In the last decade the science and technique have accentuated their systemic character. This fact is demonstrated by the speed with which some scientific progresses have become industrial applications, thanks to the acceleration of the market phenomena in the science. In this context, the importance of the technological transfer between the fundamental research, applied and development research and industrial applications has grown up. The innovation process has become one of the most important development processes. In supporting the linear model of evolution of the innovation-research relation it is formed a better and much more complexes understanding of the innovation process through the conception of the innovation politics. In the place of a continuum flux of knowledge along some successive stages from science to commercialization, the innovation process begins to be considered as a result of much response retroactively ringlets from different stages of the research-development. One of the main scopes of the innovation politics is to ensure the communication between these stages of research and the different points of the technological applications. The innovation politic does’not appeal only to results of the research activities, it appeals also to commercialization of the intangibles actives, to technological transfers, to applications of the technological or economic administrative solutions and to study the being concrete conditions, for implementation the new solutions in a known economic medium. Each innovation programme implicates a large variety of the actions and puts in function a large game of the instruments and mechanisms that can not be only the results of the research-development activity. In this context, the collaboration between engineer- that assimilates more and more scientific knowledge – and scientist has been intensified, and the granted public treatment to both categories tend to became equal.
