NECESITATEA REGLEMENTĂRII LUCRĂRILOR DE ÎNTREŢINERE SPECIFICE DRUMURILOR URBANE

Rezumat: Infrastructurile rutiere necesită în mod continuu realizarea de lucrări de întreţinere datorită solicitărilor din traficul rutier și variaţii sezoniere ale condiţiilor de mediu la care sunt supuse, iar la programarea acestor lucrări trebuie avut în vedere modul de solicitare, care diferă de la exploatarea unei trame stradale faţă de exploatarea drumurilor extraurbane. Dacă pentru drumurile extraurbane a existat o preocupare continuă a autorităţii administrative de a reglementa sectorul de urmărire a stării tehnice în timpul exploatării și implicit de programare a intervenţiilor în cale, pentru justificarea finanţării lucrărilor de întreţinere-reparaţii, pentru drumurile urbane nu există corespondent de reglementare a intervenţiei în funcţie de specificitatea traficului urban. În acest sens, lucrarea de faţă pune în evidenţă aceste diferenţe de abordare a analizei stării tehnice la străzi, prin comparaţie cu normativele reglementate la nivel naţional pentru drumurile extraurbane (Normativ ind. AND 540, Normativ ind. CD 155). Aceasta va fi efectuată prin identificarea indicilor de stare tehnică specifice drumurilor urbane, atât de necesari pentru identificarea soluţiilor cu măsuri de remediere preconizate prin programarea lucrărilor de întreţinere specifice străzilor, din care să se poata stabili o finanţare corectă a lucrărilor de intervenţie în perioada de exploatare a unei reţele urbane.

Abstract: The road infrastructure requires continuously carrying out maintenance work due to the demands of traffic and seasonal variations in environmental conditions to which they are subject, and the programming of these works should consider how to apply that differs from the operation of a street network to exploit extraurban roads. If for the roads extra urban there has been a continuing concern of the administrative authority to regulate the tracking technical condition during operation and default programming interventions way to justify funding of maintenance-repair for urban roads there is no corresponding regulatory intervention to the specific urban traffic. In this sense, this paper highlights the differences in approach to the analysis of the technical condition the streets, compared with the standards nationally regulated for the roads extra urban (Standard ind. AND 540, Standard Ind. CD 155). This will be made by identifying indices specific technical condition of urban roads, so necessary to find solutions to the remedial measures envisaged by scheduling specific street maintenance, which should be able to establish a proper financing of the intervention works during operation of urban networks.
