MĂSURI PENTRU CREŞTEREA SIGURANŢEI DEPLASĂRILOR PE REŢEAUA RUTIERĂ – CÂTEVA PROPUNERI PENTRU MUNICIPIUL BUCUREŞTI

Rezumat: Creşterea siguranţei rutiere este un obiectiv al Comisiei Europene de interes ridicat pentru România care se plasează pe un loc superior în ierarhia ţărilor cu un număr ridicat de decese ca urmare a accidentelor rutiere. Modelele de organizare a reţelelor rutiere şi a sistemelor de deplasări pe care acestea le conţin potenţează sau, dimpotrivă, diminuează riscul producerii unor accidente si gravitatea consecinţelor acestora. Lucrarea de faţă identifică diferite categorii de măsuri pentru ameliorarea siguranţei deplasărilor, de la direcţii generale relevante de (re)organizare a mobilităţii în ansamblu, la măsuri specifice de creştere a performanţelor de siguranţă a reţelei rutiere - majoră şi secundară. Consideraţiile prezentate sunt rezultate ale studiului autorului în cadrul proiectului SAFENET - Cercetări pentru estimarea şi creşterea performanţelor de siguranţă intrinsecă a reţelelor traficului urban, proiect PN-II-PT-PCC A-2011-3.2-1439 realizat prin programul Parteneriate in domeniile prioritare - PNII, PCCA Tip 2, derulat cu sprijinul ANCSI CNDI – UEFISCDI, în intervalul 2012 - 2016. Acestea au fundamentat teoretic câteva dintre propunerile formulate de autor în procesul de elaborare a Planului de Mobilitate Urbană Durabilă Bucureşti-Ilfov, 2014-2015.

Abstract: The enhancement of road safety is an objective of the European Commission of high interest for Romania which is top-ranked in the hierarchy of countries with highest fatality rate per million inhabitants. Organizational models of the road networks and of the travel systems potentiate or, contrariwise, decrease the risk of accidents and the severity of their consequences. The paper deals with different categories of measures for travel safety improvement, from relevant main directions of (re)shaping urban mobility, to specific measures for increasing safety performance of major and secondary roads networks. The paper includes results of the author’s study undertaken within the project „Research on estimation and enhancement of intrinsic safety performances for urban traffic networks – SAFENET”, contract 193/2012, funding by Program Partnerships - PN II supported by ANCS, CNDI – UEFISCDI (Executive Agency for Higher Education, Research, Development and Innovation Funding). Those results theoretically founded some of the proposals made by the author during the preparation of the Sustainable Urban Mobility Plan for Bucharest - Ilfov region, 2014 - 2015.
