VIAŢA ARE PRIORITATE SAU COSTURILE REALE ALE UNUI ACCIDENT RUTIER

Rezumat: Comunicarea prezintă instituţiile cu atribuţii în domeniul siguranţei rutiere, care urmăresc reducerea victimizării categoriilor vulnerabile de participanţi la trafic, subliniind importanţa siguranţei rutiere în lumea modernă prin perspectiva costurilor unui accident rutier, care înseamnă în primul rând viaţă, dar şi costuri care ajung la circa 2% din Produsul Intern Brut (PIB) al ţării noastre. Comunicarea întreprinde o analiză a statisticilor privind accidentul rutier în România, care arată că, în perioada 1989 - 2011, s-au înregistrat peste 59 000 de accidente grave de circulaţie, cu peste 48 000 de morţi şi circa 59 000 de răniţi grav, cele mai multe accidente grave producându-se în localităţi urbane, în curbe şi intersecţii, la orele 17, 18 şi 19, pe autostrăzi şi drumuri naţionale. Este motivul pentru care în comunicare se explică dinamica accidentelor rutiere grave în curbă şi intersecţii, demonstraţia fiind ilustrată prin studii de caz (accidentul în curbă din Muntenegru al unui autocar înmatriculat în România şi accidentul din staţiunea Mamaia, produs în zona unui sens giratoriu, pe sensul spre Năvodari). În vederea reducerii riscului accidentelor grave, comunicarea subliniază totodată responsabilităţile ce revin conducătorilor auto şi factorilor de decizie privind siguranţa rutieră. Concluzia comunicării e că trebuie să învăţăm cu toţii că „Viaţa are prioritate!”

Abstract: The paper presents the institutions which have competences concerning the traffic security and which have in view to diminish the risks for the vulnerable participants in traffic. It also underlines that in the modern world it is important to have a safe traffic if we think of the costs of a traffic accident, which means first of all life, but also money (at about 2% of our country’s Gross Domestic Product). The paper tries to analyse the statistics of traffic accidents in Romania, which show that between 1989 and 2011 there were more than 59 000 serious traffic accidents, that is over 48 000 dead people and almost 59 000 serious wounded people. The majority of these serious traffic accidents took place in urban areas, in curves and crossroads, at 5:00 pm, 6: pm and 7:0 pm, on highways and national roads. That is why this paper explains the dynamics of serious traffic accidents in curves and crossroads, the demonstration being illustrated by concrete examples (the accident of a coach registered in Romania, which happened in a curve, in Montenegro, the accident in Mamaia resort, which happened in a roundabout towards Năvodari). The paper also underlines the responsibilities that the drivers and authorities must have in order to ensure a safe traffic and diminish the risks a serious accident. The conclusion of this paper is that we all must learn that „Life has priority!”
