EVALUAREA – INSTRUMENT SAU ŞTIINŢĂ

Rezumat: Procesul de evaluare este considerat în literatura de specialitate la limita dintre știință și un instrument al altor științe. Evaluarea poate fi considerată o știință - știința evaluării – atât timp cât în urma cercetărilor efectuate, independent de alte științe, se pot obține judecăți de valoare și concluzii asupra valorilor proprietăților și asupra drepturilor de proprietate. În ciuda opiniilor diferite, evaluarea este o știință atât timp cât de a lungul evolutiei ei ca și știință a dezvoltat noțiuni, principii și metodologii de lucru cu largă aplicabilitate pe baza cărora se emit opinii asupra tipurilor de valori necesare altor științe. Caracterul complex al cercetării evaluării a impus studiul pe baza etapelor metodei științifice recunoscut de științele naturale și sociale și cuprinde următoarele etape: identificarea problemei, formularea ipotezelor, stabilirea datelor necesare, aplicarea metodologiei, reconcilierea rezultatelor în vederea emiterii de concluzii. Știința evaluării a contribuit negreșit la progresul tehnologic, această știință dezvoltându-se odată cu progresul tehnologic din necesitatea susținerii altor domenii de cercetare.

Abstract: The evaluation process is considered in the literature at the boundary between science and other science instrument. Evaluation can be considered a science-science assessment-as long as the research performed independently of other sciences, is able to obtain the value judgements and conclusions of properties and property rights. Despite the different opinions, the assessment is a science as long as over her evolution as scientists developed the concepts, principles, and methodologies with broad applicability on the basis which it shall issue opinions on the types of values required of other sciences. The complex character of the research evaluation study based on the stages of scientific method recognized by social and natural sciences and comprises the following stages: problem identification, formulation of hypotheses, the establishment of the necessary data, the application of the methodology, the reconciliation of results in order to issue conclusions. Evaluation science undoubtedly contributed to advances in technology, this science is developing along with the technological advances of the need to support other research areas.
