UTILIZAREA SISTEMELOR INFORMATICE GEOSPATIALE IN MANAGEMENTUL TRANSPORTULUI MULTIMODAL DE MARFURI

Rezumat: In ultimii ani au aparut doua oportunitati care pot permite un avans semnificativ in directia managementului traficului feroviar: - s-au maturizat doua tipuri de tehnologii: identificare prin radio-frecventa, cunoscuta sub denumirea de RFID (Radio Frequency IDentification) si modelarea traficului in mediu de tip GIS (Geografic Information Systems); - patrunderea spre varful agendei publice a problemei poluarii cu carbon, fapt ce are ca efect cresterea gradului de acceptabilitate a unei decizii de introducere a taxarii emisiilor de carbon in interiorul comunitatilor urbane determinand trecerea transportului rutier de marfa spre transportul intermodal de marfa. Prezentul articol trece in revista realizarile tehnologice si solutiile testate pana in acest moment in incercarile de a rezolva problema aglomerarilor din trafic si propune o abordare noua, bazata pe combinarea unor tehnologii care nu au fost aplicate inca pentru acest scop in formula propusa [1]. O solutie geospatiala nu este o simpla harta, pentru ca o harta GIS implica mult mai mult decat un „motor“ de procesare a datelor cu caracteristici spatiale. Odata depasita frontiera vizuala, harta GIS devine o colectie remarcabila de date alfanumerice (atribute) si date geografice (elemente de pozitionare) care, de obicei, sunt rezultatul unor fluxuri de lucru executate de personal din diferite compartimente functionale ale institutiei.

Abstract: In recent years there were two opportunities that may allow a significant advance in the management of rail traffic: - have matured two technologies: radio frequency identification, known as RFID (Radio Frequency IDentification) and traffic shaping in environment GIS (Geographic Information Systems) - entry to the top of the public agenda the problem of carbon pollution, which aims at increasing the acceptability of a decision to introduce carbon taxes in urban communities causing road crossing freight to intermodal freight transport. This article reviews the technological developments and solutions tested so far in attempts to solve the problem of traffic congestion and proposes a new approach based on a combination of technologies that have not yet been applied for this purpose in the proposed formula [1]. A geospatial solution is not a simple map, because a GIS map involves much more than a 'motor' data processing spatial characteristics. Once crossed the border visual GIS map is a remarkable collection of alphanumeric data (attributes) and geographical data (positioning elements) which usually are the result of workflows performed by personnel from various functional departments of the institution
